From Psalm 92:1, this antiphon proclaims: 'Dominus regnavit, decorem induit' (the Lord is King, he is clothed with majesty). The verb 'regnavit' (he has reigned, he reigns) uses the prophetic perfect, indicating accomplished fact. Christ's kingship is not future hope but present reality, though hidden under signs until the Parousia.
